David C. Pugh
The Town Manager is the full-time administrative head of the Town, executing policies established by the Town Board of Commissioners and ensuring that all Town ordinances, resolutions, and regulations are adhered to while overseeing the daily work of all departments. The Manager is assisted by the Town Clerk and supervisors of the various departments including Police, Fire, Public Works, Parks & Recreation, Finance, and Legal Counsel. The Town Manager’s office is located at Town Hall and office hours are 8:00 a.m. to 5:00 p.m., Monday through Friday.
David C. Pugh has served in municipal government in North Carolina for over 6 years. He came to Cramerton from the Town of Midland where he served as the Town Administrator for over 5 years. David holds a Bachelor of Arts in Political Science from Elon University and a Master of Public Administration from Appalachian State University.
David is a member of both the International City/County Managers Association (ICMA) and the NC City and County Management Association (NCCCMA). David is a graduate of the UNC School of Government’s LGFCU Leadership Fellows Program. He has also completed the Carolina Thread Trail “Trail Master” course. David has previously served in leadership roles at the local and regional levels including Chair and Vice Chair of the Cabarrus-Rowan MPO-TCC, Board Member of the CEDC, and Board Member of the Cabarrus Arts Council.
David was born and raised in Shepherdstown, West Virginia. He is married to Bethany and enjoys playing and watching sports (especially baseball), the outdoors and travel.
Town Attorney: Kevin Bringewatt and Karen Wolter
The Attorney is appointed by and serves at the pleasure of the Board of Commissioners. The Board fixes the compensation of the Town Attorney.
Duties of the Town Attorney include:
- Prosecute and defend suits for and against the Town.
- Advise the Mayor, Board and Town officials with respect to legal matters of the Town.
- Attend all meetings of the Town Board.
- Draw all legal documents connected with the affairs of the Town.
- Draw proposed ordinances when requested to do so.
- Inspect and pass upon all agreements, contracts and other instruments.
- Perform such other duties as may be required of him by virtue of the position.
The Town Clerk is responsible for keeping the official Minutes of all Town Board meetings, preparing Town Board meeting agendas, maintaining Ordinances, resolutions, official documents and records on file, and also receiving communications for Town Board consideration. Position also includes payroll and other general administration responsibilities.
Wilene Cunningham was appointed to the town clerk position in 2008 after having been employed as receptionist and collections clerk in 2005. Her previous work experience includes sixteen years of medical case management. Wilene is a graduate of Gaston College where she earned an Associate’s Degree in Executive Secretarial Administration. She is married to John who is retired. John and Wilene have two sons, J.J.and Joshua. Wilene enjoys spending time with her two grandsons, reading, cross stitching and volunteer work with Relay for Life and Habitat for Humanity.
