<p style="text-align: justify;">Cramerton Fire Chief, Lance Foulk is continuing to work with Chief Beasley to ensure a smooth transition into the Town operated Fire Department. Chief Foulk is still accepting volunteer interest cards either through online submittal or hard copy to Town Hall.</p>

<p style="text-align: justify;">The 30 acre Island located in the center of Cramerton will soon be transformed into a park offering amenities for everyone. Goat Island will be a place where adults and children can enjoy the playground, go fishing or canoeing, take in an outdoor concert, or enjoy a stroll around the walking trails. The additions to the Island will promote the Town of Cramerton’s Fit Community Designation and give visitors and citizens alike the opportunity to enjoy the South Fork River in a unique way.</p>
<p style="text-align: justify;">In order to meet the needs of all age groups there will be a variety of recreational elements included. Water based recreation is a major component of the project, featuring an observation pier and two canoe/kayak landings. The project also includes two picnic shelters for family gatherings, an extensive playground, disc golf course, and the open air amphitheater located in the Town Center. These elements will allow for programming opportunities such as festivals, educational classes and instructional programs. The Town encourages you to get involved! <p style="text-align: justify;">The Goat Island project is funded by the Town of Cramerton and grants from the NC Parks and Recreation Trust Fund, Carolina Thread Trail, NC Recreational Trails, and the Glenn Foundation.</p>
<p style="text-align: justify;"> The water amenities are scheduled to be completed by the end of December and bridge construction and Island amenities by Spring.</p>

<p><strong>Town of Cramerton Hires New Fire Chief  </strong></p>
<p style="text-align: justify;">Lance Foulk has been named the new fire chief for the Town of Cramerton. The Town received more than 20 applicants for the new position. The Board of Commissioners narrowed the search by choosing 5 to complete an Assessment Center administered by Centralina Council of Governments. The candidates were awarded points after completing exercises such as structured interviews, managing fire scenes, and presentations.</p>
<p style="text-align: justify;">Mayor Ronnie Worley says, “Lance is a highly qualified individual that exhibits a passion for the fire service and we look forward to his serving our community.” Chief Foulk is currently serving as a Battalion Chief for the City of Charlotte and has worked with them since 1994. He has over 20 years of volunteer experience and looks forward to working with many volunteers from the area. He currently resides in Cramerton.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;"><strong>Town of Cramerton Working with Gaston County Fire Marshal to Provide Fire Services to the Town of Cramerton</strong></p>
<p style="text-align: justify;">Throughout the last several months, the Town of Cramerton Board of Commissioners has been evaluating the provision of fire services and has been working with Gaston County Fire Marshal, Eric Hendrix and the NC State Fire Marshal’s office to implement a temporary plan to provide fire services to the Town of Cramerton effective August 1, 2011 at 12:01am.</p>
<p style="text-align: justify;">Beginning August 1, 2011, the Town of Cramerton will temporarily be covered by mutual aid agreement, through Gaston County, by Community Volunteer Fire Department and New Hope Volunteer Fire Department. Both departments have an ISO rating of 5 and are extremely qualified and capable of providing fire services to the Town. During this time of mutual aid, the Town will be arranging a longer term contract for fire services while actively working to establish a Town operated fire department.</p>
<p style="text-align: justify;">This plan should not result in an increase in insurance premiums to citizens or businesses or an increase in property taxes. The Board’s priority for its citizens is stable, high quality, financially sound fire services that will ensure public safety and the protection of property.</p>
<p style="text-align: justify;">The Town is interested in creating a Town operated fire department that is staffed primarily by volunteers and supplemented by part-time employees. The Town understands and appreciates the amount of administrative oversight of operations that must be performed and feels that this service is best provided by a Town department.</p>
<p style="text-align: justify;">The Town appreciates the volunteers that have provided fire protection in Cramerton and looks forward to their participation in the newly created Town department.</p>

<p style="text-align: justify;">The Town of Cramerton Board of Commissioners unanimously approved a transfer agreement and lease agreement at the Thursday, April 21<sup>st</sup> Board Meeting.  The City of Gastonia City Council unanimously approved the agreements at their Council Meeting on Tuesday, April 19<sup>th</sup>.  The transfer agreement completely consolidates Cramerton’s utility systems with the City of Gastonia’s system.  The effective date of the consolidation is June 30, 2011.  Cramerton Citizens will receive their first utility bill from the City of Gastonia in August for utilities used in July.  Note: There is a file embedded within this post, please visit this post to download the file.</p>
<p style="text-align: justify;"><strong>Consolidation will result in reduced monthly utility costs to all Cramerton customers.</strong> This was the Board of Commissioners number one goal to minimize the cost of utilities for citizens of Cramerton without negatively affecting the day-to-day service provision of these essential services.</p>

			<content:encoded><![CDATA[<h5>HISTORIC TOWN HALL RENOVATION</h5>
<p style="text-align: justify;">The Town of Cramerton has been putting together the pieces of this project for the last five years. The front portion of the building was constructed around 1920 and the back portion of the building was constructed in the 1950’s.</p>
<p style="text-align: justify;">Currently the upstairs of the facility is only used for storage and is not climate controlled. It has not been occupied for over twenty years. The facility desperately needs a new backbone because significant work has been deferred on the electrical, plumbing, and heating &amp; air conditioning. In order to meet current building codes, an elevator and stairwell must be constructed on the rear of the building. This will provide for better access for those with disabilities, as the elevator will go to ground level where parking is provided.</p>
<p style="text-align: justify;">The Town has secured funding from the United States Department of Agriculture, Rural Development, through the American Recovery and Reinvestment Act of 2009, commonly known as the Federal Stimulus Plan. The Town has secured a 40-year loan in the amount of $1,440,000 at an interest rate of 4.0%. Annual debt service payments will be approximately $78,000 and will not begin until one year after completion of the project.</p>
<p><strong>Proposed Timeline:</strong></p>
<p><strong>December 2011:</strong> Construction completed, Town Hall and Police Staff move back in.</p>
<p style="text-align: justify;">

<h5><strong>Temporary Relocation:</strong></h5>

<p style="text-align: justify;">Because the project involves the entire structure, Town Hall and Police Department Staff will have to temporarily relocate. The Town Hall staff will be relocating to the Cramerton Community Center downstairs, commonly known as the Senior Room. The Community Center is located on Julian Street, beside the Cramerton Swimming Pool. Operations will begin in the temporary location in December. Utility bill payments can be made at the temporary site, in person or at the newly installed drop box in the Parks and Recreation parking lot, directly across from the Community Center. The drop box located at the current Town Hall will not be in use.</p>
<p style="text-align: justify;">The Police Department has relocated their administrative offices to Hampton Meadows Apartments on Eighth Avenue. Citizens who wish to meet with the Police Department or to pick up Police reports should come to the Community Center, the temporary Town Hall location.</p>
<p style="text-align: justify;">The Board of Commissioners are excited about renovating this historical structure and reinvesting in the Town Center. The facility should serve the needs of the community for many years to come. The project is designed to provide adequate public space while also meeting the needs for day-to-day operations.</p>

<p style="text-align: justify;">The new Stuart W. Cramer High School is under construction and the majority of the equipment is accessing the site from Hubbard Street. The street improvements should begin in the spring of 2011 and be administered by the NC Department of Transportation. The new High School will open to students in 2013.</p>
